PHASE 1: PRE-CONSTRUCTION

No.07 Consultants supports owners and developers in pre-construction by guiding the project from concept into permit-ready, construction-ready status. The focus is on design direction alignment, consultant and contractor coordination, permitting progress, and disciplined validation of budgets and schedules, so the project begins construction with clarity, accountability, and fewer preventable surprises.

Design Direction & Team Alignment

  • Support the owner in communicating design direction and inspiration intent to the architect and sub-consultants.
  • Attend and support owner/architect/consultant coordination meetings to maintain alignment, track action items, and keep decisions moving.
  • Support finish selection coordination for renovation projects to balance design intent, durability, and cost.

Consultant & Contractor Selection Support

  • Provide guidance during consultant selection to help assemble the right project team.
  • Support the owner during general contractor selection by coordinating inputs, confirming scope expectations, and supporting evaluation discussions.

Permitting & Agency Coordination

  • Track and support the timely completion of permit drawings by coordinating deadlines, required inputs, and outstanding items across the design team.
  • Support coordination of meetings with appropriate agencies, as required, to help move the project through reviews and toward permit-ready status.
  • Maintain clear accountability around submissions, comments, responses, and resubmissions to keep permitting progress on track.

Budget Validation & Cost Alignment 

  • Validate consultant and contractor budgets against scope, assumptions, allowances, alternates, and owner priorities.
  • Identify gaps, inconsistencies, or missing scope that could drive change orders and provide recommendations for alignment.
  • Support value discussions that protect the Owner’s priorities while maintaining budget discipline.

Schedule Coordination (Milestone-Based)

  • Coordinate schedule development by confirming required milestones, procurement constraints, and sequencing assumptions are reflected appropriately.
  • Review schedule milestones and logic at a high level to help ensure the plan is realistic and aligned with permitting, procurement, and project goals.

Bid Leveling Oversight (GC-Led)

  • Oversee the bid leveling process led by the general contractor to support clear scope coverage, transparent comparisons, and documented clarifications.
  • Support the Owner by identifying scope gaps, exclusions, and leveling inconsistencies that may impact cost, risk, or constructability.

Construction Start Readiness

  • Coordinate pre-start readiness by aligning permitting status, procurement needs, site access/logistics planning, and early mobilization requirements.
  • Help ensure the project is positioned for a clean start by reducing delays caused by incomplete documentation, missing approvals, or unresolved scope items.
