PHASE 1: PRE-CONSTRUCTION

No.07 Consultants supports owners and developers in pre-construction by guiding the project from concept into permit-ready, construction-ready status. The focus is on design direction alignment, consultant and contractor coordination, permitting progress, and disciplined validation of budgets and schedules, so the project begins construction with clarity, accountability, and fewer preventable surprises.

Design Direction & Team Alignment

Support the owner in communicating design direction and inspiration intent to the architect and sub-consultants.
Attend and support owner/architect/consultant coordination meetings to maintain alignment, track action items, and keep decisions moving.
Support finish selection coordination for renovation projects to balance design intent, durability, and cost.

Consultant & Contractor Selection Support

Provide guidance during consultant selection to help assemble the right project team.
Support the owner during general contractor selection by coordinating inputs, confirming scope expectations, and supporting evaluation discussions.

Permitting & Agency Coordination

Track and support the timely completion of permit drawings by coordinating deadlines, required inputs, and outstanding items across the design team.
Support coordination of meetings with appropriate agencies, as required, to help move the project through reviews and toward permit-ready status.
Maintain clear accountability around submissions, comments, responses, and resubmissions to keep permitting progress on track.

Budget Validation & Cost Alignment

Validate consultant and contractor budgets against scope, assumptions, allowances, alternates, and owner priorities.
Identify gaps, inconsistencies, or missing scope that could drive change orders and provide recommendations for alignment.
Support value discussions that protect the Owner’s priorities while maintaining budget discipline.

Schedule Coordination (Milestone-Based)

Coordinate schedule development by confirming required milestones, procurement constraints, and sequencing assumptions are reflected appropriately.
Review schedule milestones and logic at a high level to help ensure the plan is realistic and aligned with permitting, procurement, and project goals.

Bid Leveling Oversight (GC-Led)

Oversee the bid leveling process led by the general contractor to support clear scope coverage, transparent comparisons, and documented clarifications.
Support the Owner by identifying scope gaps, exclusions, and leveling inconsistencies that may impact cost, risk, or constructability.

Construction Start Readiness

Coordinate pre-start readiness by aligning permitting status, procurement needs, site access/logistics planning, and early mobilization requirements.
Help ensure the project is positioned for a clean start by reducing delays caused by incomplete documentation, missing approvals, or unresolved scope items.

PHASE 2: DURING CONSTRUCTION

During construction, No.07 Consultants provides consistent owner representation and hands-on oversight to support timely decision-making and protect the project’s budget, schedule, and quality. We serve as a steady point of coordination between the owner, architect, and contractor - ensuring accountability, documentation discipline, and issue resolution throughout execution.

Owner Representation & Meeting Leadership Support

Attend architect/owner/contractor meetings on behalf of the owner to ensure consistent representation and follow-through.
Track open items, decisions, and accountability to prevent delays and maintain progress.

Decision Support to Protect Budget & Schedule

Support the developer/owner in making informed, timely decisions that reduce the risk of negative cost or schedule impacts.
Provide clear guidance on implications, trade-offs, and recommended next steps when issues arise in the field.

Documentation Oversight (RFIs, Submittals, Change Orders)

Review and track RFIs and submittals to support efficient responses, reduce rework, and maintain schedule flow.
Review change orders for scope clarity, cost reasonableness, and alignment with contract intent; support the Owner in evaluating and responding.
Maintain visibility into trends (recurring RFIs, design gaps, change drivers) and elevate items early.

Project Oversight & Field Quality Support

Monitor construction progress and coordination across trades to support quality execution and reduce downstream punch.
Conduct punch walk assessments of units and common areas; document deficiencies and coordinate with the architect and contractor to confirm resolution and compliance.
Support quality expectations by ensuring non-compliant work is identified, communicated, and corrected.

Owner Acceptance & Final Walk Support

Support owner Acceptance by confirming readiness for turnover activities and ensuring close out coordination remains on track.
Participate in final walks to confirm completion status, outstanding items, and readiness for transition.

PHASE 3: POST-CONSTRUCTION (OPTIONAL SERVICES)

After completion, No.07 Consultants can remain available to support a smooth transition and address post-construction needs. Post-completion support is offered on an as-needed basis and can be tailored based on the project and the Owner’s preferences.

Optional Standards & Consistency Support

If requested, support the development of tailored design and construction standards to promote consistency across future renovations or portfolios.

Post-Completion Support Window

If included in the scope, remain available to field construction-related questions for up to four (4) months after construction completion to support operational transition and issue resolution.
